You need to register a domain name and find a host. It is cheaper and easier to go only to freewebs.com, especially if you're starting with web design. Godaddy.com is well for a beginner, too. Any space you have about the Internet is "rented" so to speak. and you are not just paying for space "But also for the traffic visiting your site.
